At pressures that high, I would definitely buy something rated for it. I'd be too paranoid to enjoy using the thing. Aren't those galvanized steel caps casted? I don't like the idea of casted, crappy threads. If I was designing a hand-held device for 1500psi I'd actually design it for like 10,000psi...

You can use X-shaped o-rings to reduce friction. I use them on my piston with standard o-ring compression and I can easily move the piston by pushing it with one finger.

Personally, I have only made hybrid cannons and I never had to understand how a pressure regulator works, so I don't know how a pressure regulator works. The ignorance isn't by accident. Download GGDT (gas gun design tool) and use it to model the cannon's performance. Look around in the pneumatic cannon section for design ideas. I'd imagine a piston cannon would be a good choice. Air is thick and soupy, so a large enough piston is needed to avoid choking the thing off, maybe around ...
