Just a thought IF you are in the us there are off the shelf rocket engines you could use that would be alot cheaper than what your thinking of i just dont know about the pressure but they are capable of propeling a small rocket through the speed of sound as it is as a 2nd stage could be impressive ...

Im new on the site so ill stick to what i know well someone else can help you out with the QEV.
The only problem i see with the paintball tank is the flow rate on most pinvalve type tanks isn't that great so unless your planning on high pressure might want to try and get one of the older style on ...
