I've seen a pneumatic ram operated ballvalve on a cannon that opened in 90ms . So I kinda doubt the ability of a human to fully open a ballvalve only 10ms slower. -check the valve opening video clips on that one.

How about a burst disk in front of a supah? Open the supah, then the burst disk -busrt. A little more safe, easy to aim.

Most newer mini guns do not have firing pins, they are fired using electricity. The firing pins cannot be cocked and dropped fast enough to keep up with the rotating speed.
