Well you can cut the circuit board with a hacksaw but a dremel in a steady hand is preferable.

The board isn't exactly big so a small fast cutting tool is less likely to cause problems.

Yes. They'd arc a gap of a fraction of 1 millimetre. Take it from me that's a bitch to get the gap right and it's no good for anything either.
