Here's a starter kit, isn't the best quality but it does have the basic tools you'd need. I don't know about the ball cutter attachment though. Might have to build that yourself.

From what I remember nerfs are about 7" (6-15/16" actual from the ones I measured). 2" bulb, due to variation in foam density that size can be a best guess. I've had some that fall out of a 2" barrel and others that stay.
