I would use about 8 inches of three inch pipe.

that is about 1:1 C:B.

but thats just me.

If you want to go quiet or, you plan on using a fan/propane, i would reccommend 5-6"of 3" pipe. This is the .8:1 C:B......

The piston is servicable. I seriously do not think that it is jammed, i have taken is out and messed with is a thousand times.

a remember some sort of paintball mine that used a burst disk that blew after a certain amount of time. Maybe this action could somehow be applied to a parachute round. You would have to fire it off quick though. And the timing would have to be like perfect.....

I have a sch 40 pvc part, and a sch 40 UV-PVC part. If I use regular pvc primer and glue, will they bond correctly?

Can UV-PVC be safely bonded with regular PVC?
