if you want to fix the leak, hook up a vacume cleaner and apply a more liquid variety of epoxy (marine probably) and it should get sucked in the the leaky area.
Superglue works even better. It sucks into the leak very nicely. A thin mixture of clear primer/cleaner and clear cement works well too ...

You really don't need NPT to get an gas tight seal. NPT is supposed to seal without the use of any sealing agents like pipe dope or Teflon tape. For regular threads, dope or tape will seal the joint just fine. Epoxy is overkill and unnecessary.

If you have a large enough meter, you could try hunting around for a used cutting torch acetylene regulator. The only problem with them is that they're only designed to dispense up to 15 psi. If you want more than that, you have to take them apart and stretch the spring out a bit.

Sounds to me like you might be feeding liquid propane through your regulator instead of vapor. I have a self-relieving regulator as well that doesn't give me any trouble except when if begins to feed a bit of liquid. Once the liquid propane gets past the reg, it vaporizes and increases the pressure ...
