Whatever you do, if you use glue make sure you give it plenty of time to cure. Do not get over anxious and charge the launcher too early. You will get a leak at best and at worst a flying heavy end cap with whatever attached to it causing destruction to yourself or others.

What JSR said ^^^ The shoebox is a good inexpensive choice. It works hard and needs to be kept in top shape, but can get the job done.

You can find a reducer to get the end cap threads down to 1/8" NPT thread size. Order a tire valve that has that thread size to use. You can use a T fitting to put a safety valve onto it as well. Using the pvc glue usually prevents re-use of the parts later, even if threaded. Maybe teflon tape would give you a good seal and still be removeable. Actually the velocity of that shot and the weight is within less-lethal ranges. The Eclipse is designed with a variable velocity selector above the pistol grip that has four power settings.
