Zeus: Use a LM2940CT-12. This is a LDO low drop out regulator. Much better than the 780x series you are accustomed to. With the 780x series you will probably need a heatsink as well. Basically yes.
The transistor is being switched on/off because it is being used as an oscillator to supply a pseudo "AC" signal to the transformer primary.

The timer circuit will work with 9 to 15 VDC and the solenoid driver circuit will work from 6 to 24 VDC.
In other words you can have two separate power sources.

That is a basically a 1/2 inch QEV. The 20mm measurement is the nominal pipe outside diameter.
