I live close to the MD/PA state line and have discussed the emissions laws PA drivers deal with. For your yearly inspection you need to have factory equipment on your truck, any aftermarket/altered stuff will fail the inspection. You could all ways get a cheep kit from JCWhitney and save the factory set up and swap them out to get through emissions test, then put the duels back on.
The basic idea to improve performance is to make the engine "breath" better. Splitting the exhaust will help but don't expect a huge difference...

Chances are if it did you can get a muffler shop to re-create the system for you and still get through the yearly inspections, that will be expensive. I would talk to your inspector where you take it to that way you will get to know exactly what he will pass and fail when it comes down to it. All inspectors are a bit different... It winds up coming down to interpretation of the inspection laws.
