Mr.RNA, I'll forgive your ignorance of US explosives regulations (being that you are from austrialia)... but federal regulations allow the production of explosives for private use (with the exception of plasticized, low vapor pressure ones) without a licence.

...though you do need a licence if you you want to <i>sell</i> explosives.

...that said, I'm not sure what the OP [origional poster] is getting at.

If you can't find out yourself than you most likely have no idea how to be even remotely safe, and you will probably just make any recipe that you are able to find off the net, and if you do this you will probably end up causing injury to yourself or others.

Lastly you don't just go making any old recipe that someone has given you, you have to understand the behavior and all aspects of danger associated with the mixture.

...so long as you don't plasticize the RDX.

<a href="http://www.atf.treas.gov/explarson/fede ... .htm">Link to the BATFE's "orange book"</a>

You'll note that it never once says that you need a permit or licence to own, use or make explosives - only if you intend to <i>engage in buisness</i> doing such.
However, their guidlines on storage are probably a good idea to follow anyways, if you happen to have a few hundred pounds of HE's on hand...
