I am making a mini-ish piston cannon, and I've made the piston for it, but i need to get the neoprene to stick to the face of the piston... without a bolt/screw. I tried JB weld, and epoxy, which is what the piston is made of... but the neoprene just comes off. Any suggestions? Its too small for bolts.

I used contact cement (the nasty, solvent based kind) to attach the sealing face on a piston made from a 1 1/4" end cap. It's still going strong.

You should give the epoxy piston a few days to really cure, and then prep.

The basics;

Clean and sand BOTH surfaces (40grit). Let dry if needed.

Apply a thin, even layer of cement to BOTH surfaces, let stand until it no longer sticks to your finger. (~10 minutes)

Carefully line up the pieces WITHOUT them touching.(Once it touches, it's there to stay.)

Touch them together on one edge, and "roll" the neoprene onto the piston smoothly, to avoid trapping air in between.

That's all there is to it.

These days for minis I slip some rubber tube on the end of the barrel instead of putting the rubber on the piston.
