Yes.
Note, however, most examples on this site are illegal where they are built.

ATF is only interested in prosecuting, financial ruining, and shooting the dogs of lawful firearm owners. they don't really care about airguns. Now if you own firearms and a suppressor for an airgun, that Can't speak for some overzealous cop though. Many people are very ignorant to airgun noise levels anyway though so you're probably fine.

If the "Suppressor" you made can be fixed on a firearm. Then Yes it is illegal.
This has been brought up on multiple airsoft and paintball forums. It is hotly debated topic.
It really comes down to your local PD charging you for violating a particular statute. And if your district attorney really wants to prosecute you for it.
