i was wondering if i can some how get a stun gun circuit however i do live in new york where they are illegal... willing to pay through paypal

The 555 circuit puts out a high frequency square tooth wave that can then be stepped up by the transformer. This is all stuff you can get at a rat shack. The thing labeled Q1 is just a transistor, just mind where the base, collector, and emitter go.

Geardogs link is for a 9V --> 2KV circuit. I doubt it'll actually generate a spark across anything but a miniscule gap. 2KV should jump a ~2mm gap between sharp points but in practice it probably wont.
Best bet is the link jrrdw suggested, or just go with a "legal stun stun", aka a battery powered BBQ sparker.

I seen the sparker on launchpotatos but thats in epoxy im looking for something i can mount on a pcb and controlled with a microprocessor

A $10 battery operated BBQ sparker is small enough to mount on a pcb and since it has a switch and a power source it can certainly be controlled by a uprocessor. Besides, there is a reason the sparker is potted. If it isn't potted there is a good chance it'll instantly turn your uP into a useless piece of junk. Your uP probably wont handle any voltage that is less than about 5V below ground. Your sparker is generating an AC voltage that ranges from roughly -10,000 to +10,000V. That potting is a damned good idea. If you are lucky all the HV will do is reboot the uprocessor, more likely it'll cook it.
Besides, the potting isn't there to annoy you. It is a critical part of the design of the high voltage supply. If you want a spark that'll jump a particular size gap that gap has to be the smallest separation in the entire circuit. Since the HV transformer has input and outputs that are close to each other, and to other circuit components, the only way to keep a spark from happening at the transformer is by replacing the air with a material that has a much higher breakdown voltage.
