Yes, but H₂/O₂ is a shitty gas to use in those proportions, 5:1 or 10:1 H₂/O₂ would work for lighter projectiles, but there's not much pressure generated, and the product (Gaseous 2H₂O) is a pretty average propellant gas, molecular weight is too high.
