If you can't run "autocad" you must have a Pentium MMX with about 256mb of ram and a 512mb HDD or something.
There are plenty of Free 2D cad packages out there, and for a laser cutter all you need is an .SVG file - aka a drawing from a vector graphics program like Corel, Illustrator or whatnot (I'm sure there are free versions of these as well, and they are much easier to learn!)

most Laser cutter's support .SVG format that I know of. And they are instantly scalable if you give them a driving dimension for the file - such as "barrel length"...
But if you insist - there are also free .DWG from .JPEG programs out there for the non-CAD inclined. It will simply convert every identifiable line to a line in a DWG format. You will have to do some end scaling and often the lines aren't as straight as one would want.
Last resource - just download a FREE DWG program that's lighter weight than the full blown Autocad Lt - which really isn't that heavy. - If you bought your computer in the last 6 years, and it isn't a netbook or iPad it should have no problem running any 2D cad package, so that may mean your computer is being bogged down elsewhere with unnecessary bloatware or malware, no suggestions on my part as far as getting rid of them other than to avoid getting them in the first place...
Examples of free DWG programs:

And there are probably 100's more free 2D cad program that can export a .DWG file out there as the format has been around for almost if not more than 20 years.

Goat spudz;
I e-mailed you a polyline G3 outline in dwg format.
Hopefully your brother can use that.
