I finally got a camera, so here's a how-to on making burst disk ammo, which will fit, with modifications, breech-loading minis and possibly other breech loaders too. (I apologize for the picture quality, the flash is broken and I'm returning the camera as soon as I've taken the pictures I want)
The parts you need may vary, you need LDPE plastic (trash bags, grocery bags) for the bust disk, the ammo you want to shoot, a heat source, and a mount that has the shape of your breech.
I this case:
A blowtorch, a plastic bag, a marble, a piece from the barrel, and a bottle (in this case a former chamber).

First, stretch the plastic bag over the mouth of the bottle

Place the marble on top of the plastic

Fold the plastic bag around, so you get another layer of plastic on top of the marble. Make sure that the double layer of plastic reaches beyond the end of the breech (in this case, the flange on the bottle neck).

Now place the piece of barrel pipe on the bottle neck, and press down until the plastic is held between the neck and the pipe. This is how my gun is assembled, you need to have something that works like the breech in the gun where the ammo is to be used. Using the gun itself is not recommended, I'll tell why later

Now begin to cut alongside the edge, leaving bout 5mm (1/4") of plastic.

When you're finished, it should look somewhat like this

A nice even edge all around. Following the flange on the bottle works nicely in this case.

Now, fire up the torch. Lovely

Use the torch to melt the edge of the plastic. It will fuse and shrink, sealing the ammo inside. This is why you don't want to use your breech, it will not retain it's shape, and it will be scorched and burnt

Now remove the piece of pipe

And the shell (or whatever you want to call it). This thing slips onto the neck of the chamber.

For a coaxial breechloader, this thing could be made to fit on the outside of the barrel inside the chamber. A piece of pipe could be slipped on the outside of the breech to keep the burst disk in place.
These things are incredibly loud, and will increase performance of a high ratio gun quite a bit, especially with undersized or low friction ammo. This method will not work unless there's enough space between the projectile and barrel to squeeze in a layer of plastic. Grocery or trash bags work good in my gun, the optimal thickness depends on the caliber and chamber size.

The barrel ID is about 30 mm. You don't need a bottle, just some kind of jig that will hold the projectile and plastic while you cut and weld it, and that shapes it so it fits in the cannon. The method could be modified to make burst disk ammo for union or camlock loading, which would be nice for hybrids (if the plastic is strong enough).
