Something like that filled with steel wool should work perfectly and would be a less resilient material for a pilot blast of 400psi to smack into.
BTW, what i DID do once with a lower-pressure pneumatic is calculate the volume of air inside the pilot chamber, and then have a bottle on the back that was exactly that volume (meaning able to hold the number of moles of air in the pilot at 100 PSI as the same air at STP (did that all make sense?) It worked really nicely, besides the fact it was HUGE.
