I think so....
The gas is formed inside the bullet during the flight.
Inside tubes like that with a exit that opens instantaneously.

You mean the exit opens instantaneously during flight or when it strikes it's target?

When a cloud of hydrogen is formed around the Target, we turn on the ignition remote system and it explodes the area in less than a second....
Something like this....
