alright fellows, I seemed to have solved the problem. In fact, im not quite sure there was a problem to begin with. I just wasnt allowing the air pressure to fill the valve enough to properly seat it. I was expecting for the chamber to immediately fill up. thanks for helping me troubleshoot anyway.

maby you have the valve around the rong way.

no i dont, read the above post that i made. I already solved my problem, thanks for your input however.
