Oddly enough it has been used in production cars the most recent was one of the Saabs, and lots of research isn't currently being done into using it again as getting more power from the same amount of fuel of course means you can get the same power from less fuel and make a more economical green car.
Why isn't it used more? Well for a car it's more complicated, which means more expensive, also all current emissions standards are based on traditional ICE standards, if something doesn't comply then often its dropped rather than the legistlation changed. Audi's ProConTen system is a prime example, it was better than airbags but because legislators said airbags were a must Audi dropped it.
Also, it'd mean car drivers having to fill up with water, which would be just another hassle going out to your car with a bottle of water opening the hood and pouring it in a tank somewhere.
Anyway, I'll build one and we'll see, best thing to do is experiment, not speculate I reckon.
