well, thats easy enough

if NaOH was mixed with the salt in the downs cell that the chlorine would replace it or would the heat prevent it?

hmm, now just need to find a place to do this

That would be a poor idea, keep it in solution in another vessel.

Something of that nature.

If your goal of all this is to get some shanzy new metals, this isn't the best way BTW ;)

Damn, time to write a post.

Instead of using NaCl, then dealing with Cl gas bubbling through the NaOH solution, just use the NaOH.
Bring it past MP (but within 5*C), stick in some electrodes, and hook up a decent power supply. Something like 5v, 45-65A should do nicely. Place your cathode under a containment device to collect the sodium. After you have had it bubble for a period of time, cool things off, and get it under something to protect the Na from the air.

so i really can electrolyze NaOH? but i thought the hydroxide ion would also disassociate and i would get hydrogen at the cathode as well as sodium.

It works pretty well, and is much safer.

so you are just trying to get sodium? You can buy it for $35 for 10 oz but that is pretty expensive. I will look for the link in a minute.

I am working on the assumption that making sodium is what he wants to do, and actually possessing sodium is nothing exciting. At least, that is the type of person I am.
