Yes hop-up mechanisms are supposed to be placed on top of the barrel. this is to create the backspin. What JSR showed, was originally intended to slow down the ROF of a BBMG, not act as hop-up. If placed on top though, it would probably work.

is there a way to use if for both? meaning getting alot of power AND accuracy out of the gun.

Of course, as long as your barrel is a tight fit, the mechanical detent alone should give you hop-up as well as ensuring that when the BB does start to travel along the barrel, it's doing so with the maximum available pressure pushing it. Even without hopup, this means higher velocity, therefore a flatter trajectory and better accuracy.

and for that I would put the mechanical hop up on the top?

Yes, you want the BBs to rotate upwards, as I didhere ;)
