Actually, it's the shape. The shape of the balloon limits the power somewhat. Because a condom is a more basic tube shape, there's no "neck" for the missile to get caught in. Cleaner shot, more power, better accuracy.
BTW, if you consider ONE condom a waste, they must be a precious and rarely used item for you...

We used to make "eraser piston guns" out of ink erasers (cut both ends and removed the ink packs) and used the spacer as a piston. So you'd stick a pen tube in one end, make a tight spit ball and stick it in the pen tube, and with another pen, quickly push the spacer towards the pen tube. That made a sharop little "stap!!" sound, and threw the spit ball 30 feet away.

Need to change the ballon every now and then. and it's not exactly stealthy...
