Hpa/CO2 is out of my budget and my parents won't let me buy it anyway, does this little hand pump idea seem like it might work or should I say screw it and think of something else?

What I would do is find a good sized tank, add a regulator, a fill valve, etc onto it, and fill it up with a fridge compressor to 500 psi or so. It should last you a fair amount of shots and you could make multiple ones.
Just my 2 cents.

This guy went with an on-board 12 volt compressor, it might be an option considering you won't be needing high pressures or an especially large reservoir, a 2 or 3 litre soda bottle would be ideal, voila.

That actually isn't a bad idea, the onboard pump. I have one but it is too big, I will look around at walmart or something for one.
