Yes it can be adjusted, but you will want a pressure gauge to see what you are setting it to. Flow regulators without a flow meter, but only a pressure gauge marked in flow use a calibrated orifice. The Orifice limits the flow based on the pressure. In the welding community the part is called a Flow Restrictor. They come in two common sizes. 0.019 inch and 0.032 inch. The regulator for those will be marked "Argon - use .032 orifice" or "Calibrated for 0.019" orifice.". Then the pressure gauge will read out in flow.
