 made one last summer, worked too well and flied away to the Atlantic ocean  (I was launching it in a park near the beach). So imagine, a 100g projectile falling down from 100m high, and hit a person in the head

For the most part.. You would just need something to rupture the seal at the bottom when you dropped it down the tube

Would it weight that much when all the water was out.

You could have a plastic cup on top so when it nosed over it would drop airsoft bbs like and air bust shell

My rocket has a parachute+release mechanism, nozzle(needed for the launch mechanism), the bottle it self was reinforced with fishing lines too... So it´s not just a empty bottle. But I never measured the exact weight as it flied really well with only 50 psi and it could hold 150 psi, never had a chance to use that much through.Anyway, I was just making a example.

I was thinking more of a powder bag on the tip that would pop on impact. Nice "explosion" effect

What goes up, will come down.

Whatever you design, it must be light or you can kill someone.

Be safe, keep it simple. Stick to nerfs or my favorite, tennis balls.
