Is it possible to make homemade hand pump that can goes up to 800psi?

I think nz_cannons has the right idea. If the volume of your reservoir is small enough, a PCP rifle pump will do well. Most can do around 3,000 PSIG...

No, I don't mean to imply that there is a maximum pressure one can reach with a hand-powered pump. If there is one it's insane.
