The fact that the part is Sch 40 means nothing (except that all Sch 40 parts fit together). The problem with most PVC screw caps is that they are "cleanouts". Cleanouts are only used in DWV (drain-vent-waste) systems, which are non-pressurized, so the part is not pressure rated.
