Yeah, the lack of a differential would make it hard. Well, unless you are going electric or could get ahold of a rear axle for a car. Possibly even just find a cheap rear wheel drive vehicle since I would assume that the treads will require more power to drive them. Then the snowmobile treads on modified car rims would probably work. Then if you can modify the brake system a little to operate one side or the other you would be in business.
Basicly I am suggesting finding one of those cheap $100 cars you see on the side of the road that may have been in a crash or is rusted out since you only really need the engine, trans, and axle along with the breaks, rims and possibly seats or such. Rear wheel drive would probably be easiest, but front would probably also work. Disc breaks would be a plus, since they are actually pretty easy to change (you will burn up breaks with my design, but pads may be around $30 for a set for 2 wheels). But, drum would be fine.

on a normal live axle kart, the inside wheel lifts up so only the outside is driving,
