That is a very scary thought. Imagibe being whipped with a chain.ouch.
Use high strength cable. Or make the slug out of foam. Add a lip on the barel to catch the slug and release the bbs. Then again that wont work because it would tear teh foam apart when it catches on the lip.

I'd use a bunch of streamers instead of a parachute.

I don't expect it will increase the dispersion quite as much as you want.

ok modern shot guns control the spread a numbe rof ways first barrel length second what is called the choke which is device designed to be screwed into the end of the barrelwith an in ward taper mayvbe 4 thousanths of aninch mind you that funnels the shot slighly as it leaves the barrel and lastly the sabot which throws the shot streaght outrmove these and you will get a fairly wid dhoot pattern hence why swat teams use sawed of models with no coke for breaking doors and sociao paths as well

simply poroing bbs in will cause them to roll allong the sides of the barrel puytting spin on them

ok i dono if someone suggested this but:

you could screw a eye scre into the end dome part (i think thats what they are called) then scre another one into the actual gun, then take like 50 pound fishing line and tie one end to the projectile, give it like mm i dono 5-7 yards ? and tie the other end to your gun. then when you shoot the "Slug" will be traveling at a constant speed along with the bb's but when a force acts upon the "slug" the string will stop it while the bb's will continue to go till an outside force is acted upon it...

Not a good idea, cause the slug wil deviate from his course, so the BB's inside will to, before they leve the slug. Why nog attach a little parachute at the back of the slug. When the slug goes his way, it will get slowed down, but the BB's wont. They will fly in a straight way. The chute also will open outside the barrel, cause of the pressure inside the barrel.
