Just to share some ideas, ill throw my views on the issue:
-If one were to shoot ones gun in a illegal manner, then one was caught with a silencer attached. Id think the silencer to act as a double-whammy. Sure one could battle out the legality by whipping out all these laws you found from all your spudding buddies. But seeing as it is rare that one would be able to or willing to wage a investigation over if once can attach a 'silencer' to ones PVC cannon. So most likely what would happen is one gets some community service and a ride home. Ones parents would be very mad, and thankful of Mr. Police Officer. Lets not fantaize that were going to wage some "your wrong, and im right" with the police.
-So as along as one uses there gun in a safe, non-disturbing, etc way, I see no problem with or without a silencer. For example if spud guns were made illegal tomorrow, id still make them. Id still be safe with them, therefore understanding the intent of the law. Simple as that.
