I think that i know... check to make sure that the solenoid side is not on the side which has the pressure tank. If it is then i don't know. And if it isn't working after u switch sides, then i dont know...

the solenoid is on the side of the barrel I put the arrows facing the barrel

check that the equalization hole isnt blocked or the phram will just lift like u say its doing. if it isnt blocked and if theres a little white thing in the hole try wiggling it and lifting it up and down to make sure it isnt jamed.
