Yet another reasonr for the requirement, intelligence. You should have a good knowledge of spudguns before you enter one. The post requirement helps ensure that knowledge. So go learn.
Let me put it like this, my knowledge of spudguns is basic. Why not enter the contest, my cannon was just finished today so it seems like perfect timing.
