Yet another reasonr for the requirement, intelligence. You should have a good knowledge of spudguns before you enter one. The post requirement helps ensure that knowledge. So go learn.

not to mention...if you don't have a good knowledge of them....you could injure or kill yourself or someone else....

Let me put it like this, my knowledge of spudguns is basic. I would still like to enter the contest though, mainly for the fun of it; I don't have any expectations of winning.

Why not enter the contest, my cannon was just finished today so it seems like perfect timing. As far as the cannon I guess you will see soon, its nothing special.

No offense, but it seems to me that the entire point of entering any contest is to test skills and knowledge and to attempt to win said contest.

Its not just about winning...... add some stupid motovational quote about how losing isnt the end of the world, and that winning is not everything. But in reality, winning is everything.
