ok. I tested cannon at the gas station's air compressor. Still no luck. I did a thurough examination. I checked the intake to make sure there were no leaks by attaching a condom to the inner chamber and inflated it (I used a latex glove at first but it didn't fit very well). There were no leaks on the inside. I then took the diaphragm and compressed it against the inner chamber lip with my palm firmly covering the flow adjuster hole. That is when the leak occured. I cleaned the diaphragm with soap and water, and made sure the hole in the middle was clear and made certain that the spring was firmly set, and still no luck.

The valve leaks and I hear a hissing noise some place around the diaphragm itself, like a slow steady leak. It may be that I have a defective diaphragm.
