well if water is the issue, and the paint is water tight, then I would imagine that yes it is that easy.
Of course, I also imagine you could not use just any paint, but I'm sure most would be suitable if they stick to metal and are water proof, and I imagine the two basically go hand in hand...
Up to you to decide, I would imagine you would need to have some pretty specialized equipment to verify if it helped or hurt.
