What is the difference between universal and normally open. Did you read the writing around the ports?

universal vlave can be used as normally closed and normally open - depending which ports you use... normally open only are those valves that:
A) don't have a third port
B) aren't directly actuated

Do you think this valve is any good. I know its no mjvo 3, but it is a good price. Do you think it could hold up 500 psi.

I don't think so - it's probably rated to 120-150 psi... might handle 200-300 psi but more is just asking for troubles

Do you know a 3 way valve and qev that can, or is that not common. An hpa would give out around 500 psi right?

it's kind of hard to find stuff that handles 500 psi well... mind you most of these are used at 120-150 psi max

i would. you can find cheap WGP regulator that nobody uses for paintball anymore.

How much do they run for. I am looking to regulate between around 100 to 300 and for less than $30
Edit:
Can you use co2 regulators or other types of regulators for this.

if they have the right pressure rating and threads you need, sure.
yeah 3way are quite hard to find that wont leak at high pressure.
