That really depends - if you injured someone or something and you had to argue your case in court the odds are really against you. For me, I simply went to the local cops, asked them and they were ok with it, with a few terms and conditions of course. The first pneumatic spudgun I made was for a school physics project - I can't remember what it was actually on, I think I was testing different projectiles to prove some simple energy formula... Well I finished it anyway and took it down to the cop shop to show it off, they were fine with it.
