Why are you bitching in the first place? The contest isn't "Who's cannon looks cool", it is "I want people to come up with new ideas, either totally new designs or new unique/refined methods of completing common tasks such as propane metering for a combustion cannon"
You have made a run of the mill 'sniper'

and strapped some optics on it. (Why you would put optics on something that is not near accurate enough to need them is far beyond me, accept to 'look cool')
Make a cannon that meets the guidelines, and
then complain about not being allowed to submit it.

No, I'm in college. For industrial design. I am an older student, as I went to school for engineering and animation for a while before coming to my current school.

I screwed a piece of wood into the outer pipe, then screwed a block of wood into that smaller piece of wood, preventing the pipe from rotating. Then I went over to a table saw, set the blade at 45 degrees, and started 'deli slicing' it. It turned out neat, I think.

O crap i normally don't use spell check til after i post and see something wrong with it.

You are entitled to your own opinion. Vote for someone else.
I did more than strap optics onto a run of the mill design, I added my own bolt action design using lathed CPVC adaptors, I added heat shield holes, a custom grip that I havent' seen anybody else do, an integrated flexible braided stainless steel hose to my world war 2 pressure gauge, and braces that have cutouts to allow the internal routing of the braided house, and the laser/flashlight. It also has a keyswitch, so nobody can operate the gun except me, since I have the only key.
PS: At least I know the difference between except and accept.
