Two diaphragms. One for pilot , the pilot vents out the 3/8th's hole

So then what is the other hole for?

When you pilot one of those valves from the top, it opens a small diaphragm, which releases air through the 3/8" hole. This releasing of air through the 3/8" hole acts as a pilot valve for the large diaphragm, which lifts up and allows air to flow through the 1.5" hole.
