a dremel will do the job

Dremel works well if oyu have a steady hand. If you are limited a hand saw will do. A small table sawcould also be used. Fairly simple, personally I would use a dremel.

Also, a bandsaw, a hacksaw, a metal file, belt and disk sander. drill press drum sander all have possibility.

That picture looks familiar
For that cannon I used a drill, hacksaw dremel and file.
Mark out the section of the cutout then drill a hole in each corner, then use a hacksaw and or dremel to cut along the lines. Use a file or if you're game the dremel to tidy up the cuts and fine tune the breach. Rat tail and half round files are very useful for these sorts of things. Be very careful using a dremel, they love to bite into the metal and have a mind of their own, they also have a liking to human fingers that are in reach
