I was gathering the parts for a propane meter but my local lowes does not have any 1/4in nipples in stock which i need to connect the meter to the combustion chamber. Can i use a 1/2 in. street elbow with a 1/2 in. nipple instead? the 1/2 in elbow will be screwed onto the chamber

Why not?
Note:
If the 1/2" pipe is part of the metering volume, realize that the pipe will need to be 4 times as short as a 1/4" pipe.

The problem I've run into with using a threaded street elbow is that these threads can very easily be screwed into the PVC too far. With a nipple and elbow, the threads have a resting spot, which is up against the elbow, and tends to seal better. I would stay away from placing the street elbow into the chamber and just go with a regular elbow and nipple.
Just remember the volume differences as psycix suggested.
