How do I make one? Sandwich an o-ring between two pipes and in case it in a nipple? I also read somewhere that I can cut two slits top and bottom of the pipe and then put an o-ring in the slits

That's one way of doing it, though encasing it between a nipple and a socket is a better idea because it makes it adjustable

Primitive but also adequate for most use.

Is it OK of the ID of the tube and the ID of the o-ring is the same?

It depends on which system you're going for. If the o-ring isn't going to be compressed, it should be smaller than your barrel I/D to be effective.

all you need to do is make sure there is a peace of rubber holding you ammo back until pressure can make is pop out, theres a lots of ways of doing it, now use brain and suprize us
