Been thinking about this lately, as we know you can make a barrel long enough for the projectile to actually start decelerating or actually stop in the barrel. The problem is that for a decent chamber size, this would make the barrel unfeasibly long. How about making the barrel volume up with an outer barrel? Something like the attached, badly drawn on a small laptop.
It could be captive piston without actually having to jam the piston...

Definitely, a predictable trajectory would increase operational yield and minimise risk.

There is already a thread on making a silent tennis ball launcher by using a small chamber and large barrel. Yes it can be done.

Critique their design all we want, it looks like they've got a workable system. They just need to make sure there's someone on the other end waiting to catch the dope.
My money says that the catcher was supposed to be the shooter as well. Shoot dope. Go through normal border crossing like a normal person. Get to other side and pick up dope. Problem being that somebody noticed the dope while they were busy going through the crossing.
So next time they send someone through the crossing in advance.... No big deal.

well I've never said it isn't a workable design - I guess it wasn't the first time this was used - the only difference was that this time it didn't go as planned
I wonder if they use UAVs for this purporse... I've seen on DIY drones some pretty impressive setups - capable of flying like 10km or so - in fact in most cases the only thing that limits them is the range of radio links and video transmiters and they are kind of worried of losing their planes - which isn't surprising
but technically one does not need to have to control a UAV with an arduplane on board - some modifications of the code to override return to launching site once signal lost feature and you've got a working system that's way more useful than this... just set it to drop cargo at waypoint numer X and then return to the launch site

Certainly could be done but....
a) It would be a lot more expensive to do.
b) It introduces a paper trail. Tough to track down who bought some pipe. Much easier to track down who purchased [insert niche electronics parts here].
