Well, this is a circuit I designed a little while ago:

It works in theory, but there's a good chance it will blow up in your face, as I haven't tested it yet and tend to have terrible luck (and still learning).

If anyone feels like giving it a test, or reccomending changes, I'm open.

R1 is what controls how fast the circuit charges. If you decrease it's value, the charge time will be shorter, but the current draw, and thus power dissipation across the transistor will be higher.
