I don't see why you'd need a pipe tap, if you're using PVC, the threads will pretty much carve themselves using steel fittings.
A pneumatic cannon is incredibly simple- Just two pipes with a 2:1 (or 1:1) volume ratio and a valve in between. There are some plans in the "cannons" section of this site, and a very good guide on modding a sprinkler valve in the how-to section.
I'm going to assume any tape used in a spudgun is Teflon tape, which helps seal the threads.
