Spray Paint

Cannons powered by pneumatic pressure (compressed gas) using a valve or other release.

I just painted my pneumatic cannon black but i was gonna put an accessory on it that would require cementing it over the painted parts. do i need to remove the paint on the contact points or can i just glue right to it?

sand off the paint before gluing

either sand it or use chemical PVC cleaner to dissolve it (i have used PVC cleaner with great success to remove paint)

If you don't have any of that, use the PVC primer, it will make an awful mess but it will remove the paint.

Yeah I did what SNM said earlier today, works like a charm. Just put masking tape on areas you don't want to prime or get primer on.
