I was demonstrating my advanced propane combustion for my dad once, but didn't have anything to shoot so i took one of my extra male cam locks and put apiece of regular office paper in it as a burst disk, charged it up like normal went outside and lit it off and it made my .45 sound like a freakin .22. The chamber is 2' of 4" ABS with a 2" camlock on it. I think something like that would work.
As far as the bird cannons I actually have one that is in non working order right now (needs a spring) if you're interested in it I can take some pictures, but it'll take me a bit to dig it out of my shed.

I agree with D_Hall. It's quite easy to make a loud noise with propane, but it's easy to go too far. I'm building a noisemaker for this summer to avoid the use of high explosives, and so far, tests way out of town have made commercial fireworks sound quiet. I'm not going to go into detail here *cough*10x oxy/MAPP*cough*, but you'll have to scale it down a bit from what those commercial cannons do.
