Its called a heat gun and its sold at a lot of hardware stores or even hobby shops sometimes have it. It gets a lot hotter then your average hair dryer. Enough to catch wood on fire....

I think those are called blow torches.
I've never flattened PVC before, but I'd be careful if you were heating in a way besides boiling. PVC releases toxic fumes when burned, so wear a gas mask if you're using a heat gun or extreme hair dryer. I would assume that boiling PVC is the safest route to take since its pretty hard to burn anything in water.

A blow torch uses fire. Its an open flame wich heats.
These hobby-heaters are just electrical hairdryers that heat up to 600C
