Plans in France are illegal, the spudguns aren't but anything over 18J is consirdered "arme de 7eme categorie" (same as high powered air rifles, and smoothbore firearms).
There are a few good designs on the forum (rapid fire combustion, revolver combustion, semi auto 6mm...) but you'll find that the others are mostly inspired from spudfiles...
The drink bottle thing is a bit of a problem, as there have been accidents, but they're cheap so people stil use them.
And I'm not exactly french, but I have used my 3/4" QEV at 850psi.
